High Tech Cop Gadgets may be used for invasion of privacy

Okay, now this is eerie. I've just read over at Inquirer.net about how the Manila Police District were unable to use their "high tech gadgets" because of the weather. These gadgets include "remote-controlled spy aircraft fitted with cameras". Now if this is true, what gave them the right to use this? Will this not amount to invasion of privacy? How will we know that unscrupulous cops won't use these "remote controlled spy aircraft" to peep in open windows, or take shots/videos of your home? It's one thing to put CCTV's in lamp posts in public places, it's a completely different thing when these cameras move and could follow your movement. To be honest, I haven't actually seen these "remote controlled spy aircraft" but I do hope some human rights advocate would look into this matter.
